Ruth Reagan is a proud citizen of the Cherokee Nation with more than 30 years of experience in strategic management, leadership development, executive coaching, talent strategy, change management, compensation, and employee relations. For the last 10 years, she served as Human Resources Director for Muscogee Nation Gaming Enterprises (MNGE), where she supported a workforce of more than 4,000 employees.
Ruth often says she felt as passionate about Muscogee citizens as she does her own tribe, ensuring MNGE became one of the best employers in Oklahoma by building engaged teams that drove revenue back to the Muscogee people. Unlike consultants who advise from theory, Ruth has spent decades leading HR from inside the organization, building morale, trust, and dynamic HR teams.
A featured speaker at NNAHRA, Native Nations, OIGA, OSU Tribal Summit, HR in Indian Country, and DisruptHR Tulsa, Ruth founded Reagan Strategic Solutions to bring first-class, culturally-informed HR consulting to tribal organizations and casinos, the same caliber of service typically reserved for Fortune 500 companies.
Her career has spanned some of the most demanding corners of the workforce, from around the clock gaming and hospitality operations to banking and the oil and gas industry, across employers operating in multiple states. That range taught her something most consultants never learn firsthand: people are the common thread in every industry, and the organizations that invest in their people are the ones that endure. In 2024, her peers recognized that lifetime of work when the National Native American Human Resources Association named her Leader of the Year.
Above all, Ruth is driven by a belief that great workplaces are built on purpose, not by accident. She started this firm to give more organizations access to the kind of steady, experienced HR leadership that changes lives, strengthens communities, and proves that doing right by people and running a successful business are never at odds.
